PhD Courses at King George Medical University - started 2004
 
1. Preamble
Ph.D. programme has been initiated at King George’s Medical University (KGMU) in bio-medical sciences to promote state-of-art research and to mentor scholars their area of specialization. In addition, these candidates will be trained in areas like research methodology, bio-statistics, computer use, etc. This will ensure general proficiency in research and bio-informatics thereby ensuring quality and increasing likelihood of their pursuing a successful career in research. Successful candidates will be awarded “DOCTOR OF PHILOSOPHY” from KING GEORGE’S MEDICAL UNIVERSITY. While this degree will not be awarded in any specific subject, the award certificate will mention the title of the thesis along with the month and year of the award of degree. The university will ensure that outputs of Ph.D. programme are original works of excellence leading to discovery of new facts in science or evolution of fresh approach towards interpretation of existing facts. This document lists the rules and regulations for the Ph.D. programme at the university. These can be reviewed and modified from time to time in the interest of the programme.
 
2. Subjects
Any Department that is recognized for post-graduate training programme and is equipped to carry out research work can register a Ph.D. candidate under a KGMU faculty who will guide the works in any basic and/or clinical medical sciences. The guide, however, will have to seek approval from the University. Prior approval of Medical Council of India is necessary for registering Ph.D. candidates in departments where there is no recognized PG programme.
 
3. Eligibility Criteria
3.a.   For Non-Faculty Candidates
3.a.1.   To register in the Ph.D. programme, A post graduate degree is essential, with a good academic record. The candidate must have secured at least 60% (55% for reserve candidates) marks in the qualifying post graduate examination.
3.a.2.   Candidates must either have fellowship from NET/GATE/ICMR/SET/ allied agency funded) or the guide submit an undertaking to ensure funding for the duration of the programme. Candidates without secure funding will not be registered.
3.a.3.   No financial assistance in the form of stipend, emoluments, honorarium etc. will be given to the candidate by the University
3.a.4.   Candidates whose previous thesis work for Ph.D. has been rejected from KGMU are not eligible for re-application.
     
3.b.   For Faculty Candidates
3.b.1.   Faculty or other staff of KGMU who have completed at least the 5 years of service can enroll in the programme through their respective head of department.
3.b.2.   Such candidates must avail at least one year’s leave to work full time for their research. The nature of leave to be availed will be as per existing University norms.
3.b.3.   Rest of the rules and regulations are as for non-faculty candidates.
     
3.c   For the Registration of Guides
3.c.1.   For a KGMU faculty to register as a guide for a Ph.D. candidate, he/she must have a minimum of 10 years of teaching and research experience of post MD/MS. This must include a minimum 5 years of PG teaching experience.
3.c.2   It is necessary that the guide be currently involved in research with on going research project /s through extramural funding.
3.c.3   The guide must have a proven research track record, with at least 5 publications in indexed, peer-reviewed journals.
3.c.4.   For guiding Ph.D. in basic sciences the guide must have bench experience of the techniques involved
3.c.5.   Only TWO candidates per year can be enrolled under each guide.
3.c.6.   Ordinarily, a guide with registered candidate will not be entitled for long leave of more than three months. In exceptional cases long leave can be permitted by the Dean if the co–guide certifies in writing that he/she will substitute for the guide and not take long leave during that period.

3.c.7.
  In exceptional cases where both the Guide and the Co –guide have to avail long leave of more than 3 months or cease to be the faculty of KGMU the candidate may request the concerned Head of the Department to allot him/her an alternative guide from the same department. Based on the recommendation of the Head, the Dean can permit a change of the Guide.
3.c.8.   If a faculty member is a co-guide for a thesis registered in another university, his/her candidate can conduct work within the university, with the approval of the institutional ethics committee.
 
4. Duration of the Ph.D. Programme
4.1.   Ordinarily the Ph.D. programme will be for a minimum period of three years from the date of registration.
4.2.   KGMU faculty or candidates with at least 2 years of prior research from recognized universities/colleges may be allowed to complete the programme in two years period on the recommendation of the Ph.D. committee.
4.3.   Candidates who do not submit their thesis within 6 years after registration will be removed, unless the annual review committee recommends otherwise.
 
5. Quality Assurance Procedures
5.a.   Selection Committee
An institutional selection committee will be constituted to judge the merit of the proposed Ph.D. research works. Its recommendation is essential for the registration of a candidate.
    The members will be :
1. Vice Chancellor or his nominee
2. Dean
3. Professor I/c Research Cell (Convener)
4. Heads of the department of concerned or allied specialties (Maximum 5) Thereafter, KGMU will register the candidate for a Ph.D. on the title mentioned in the application form. However, within six months from the date of registration, the candidate can apply for a change or modification in the subject of the research work to the selection committee.
     
5.b.   Review Committee
An annual institutional review committee will evaluate the progress of on-going Ph.D. works for their adequacy and scientific merit. It will consist of
   
1. Vice Chancellor or his nominee
2 Dean
3. Professor I/c Research Cell (Convener)
4. Heads of the department of concerned or allied specialties (Maximum 5)
5. External scientist/s of eminence (Nominee of the Vice-Chancellor)
     
5.c.   Foundation Courses
Prior to submission of the thesis, and preferably within six months of enrolment, a candidate has to pass courses in
1. Bio-statistics
2. Research methodology
3. Personal skills development for research and scientific communication
4. Bio-Computing (Preliminary & Advanced)
Each course will be for a period of four-six weeks. Syllabus is attached as annexure 3.
     
5.d.   Ethical Clearances
Ph.D. research work will only be conducted after approval from the institutional ethics committee. All national norms of bio-medical research and research work on animals will be followed.
     
5.e.   Published Research Work
Before submission of the thesis it is essential for the candidate to have 2 papers either published or accepted for publication in peer reviewed indexed journals with his/her name as the first or second author.
 
6. Ph.D. Evaluation Procedures
6.a.   It is essential that at least one-third of work be done within the institution.
6.b   After completion of Ph.D. work, the candidate shall submit four printed copies of thesis in English, alongwith a summary of 2000 words, to the Research cell. Published matter may also be incorporated as part of thesis. Ph.D. guides and co-guides will give a written certificate stating that the thesis is the original work of candidate conducted under his/her supervision alongwith the duration of work.
6.c.   Each thesis will have external and internal evaluation. In addition, the candidate will defend the work at oral presentation.
6.c.i.   External and Internal Evaluations
6.c.i.1.   All completed works will be presented before the annual review committee. On approval of the review committee, the Ph.D. thesis will be sent for external evaluation.
6.c.i.2.   The Guide will give in writing names of eight examiners (board of examiners) for external evaluation of the thesis. Thesis will be sent for review to two external examiners.
6.c.i.3.   Thesis guide will be the internal examiner for the Ph.D. work.
6.c.i.4   The examiners (external and internal) have to make clear recommendations whether the thesis can be accepted with or without modifications or rejected. Suggestions for modifications and reasons for rejection have to be submitted in writing.
6.c.i.5.   If modifications are needed, the candidate will revise the thesis accordingly and resubmit the revised version along with point-wise response to all suggestions. Four copies of the revived Ph.D. thesis will be submitted and
re-evaluated by 2 external and 1 internal (guide) examiner. The external examiners will ordinarily be the same who did the initial evaluation. However, if they are not available new external examiners can be selected from the board of examiners suggested by the guide.
6.c.i.6.   The Thesis will be rejected on recommendations of either (a) internal and at least 1 external examiner or (b) both external examiners.
6.c.ii.   Oral Defense
6.c.ii.1.   Oral examination will be a centralized, open house affair held within the University campus at least twice a year with prior information to all departments. It will be open to all faculty and students of KGMU. Other individuals interested in attending this can do so with permission from the administration office of the Ph.D. programme.
6.c.ii.2.   Examination Committee will be constituted for the oral examination at least twice a year. It will consist of the following members.
(a) Vice-Chancellor or the nominee
(b) Scientist/s of eminence (if and when recommended by the Vice Chancellor)
(c) One external examiner for each thesis (preferably one who evaluated the thesis; if not available any other member from the examination board)
(d) Dean or the nominee
(e) HOD or his/her nominee for each concerned department
(f) Faculty I/c Research Cell
(g) Guide or Co-guide of concerned candidates
6.c.ii.3.   The examination committee may form sub-committees internally for effective evaluation of research works of common interest. The examination committee will submit a written report either recommending or reasons for not recommending the award of Ph.D.
6.c.ii.4.   If a candidate fails to defend thesis on oral examination, he/she will be allowed one more attempt for
defense at least 5 months after the first attempt.
 
7. Award of the Degree
A candidate will be eligible for the award of Ph.D. degree after recommendation of the examination committee. A provisional certificate can be given to the candidate from the Vice chancellor’s office after clearing the oral exams.
 
8. Hostel Accommodation
Hostel accommodation will be subject to availability and will be given only after the full payment of accommodation fee according to the existing norms.
 
9. Ph.D. Programme General Administration

All the administrative work related to the Ph.D. programme will be done at the Institutional Research Cell. A staff at research cell will be entrusted with the responsibility of handling any work/papers related to the programme. Applications for enrolment for candidates and guides are attached as Annexure 1 and 2. Theses will be distributed from the research cell or downloaded from KGMU web-site.
 
10. KGMU Ph.D. Calendar
10.1. Applications will be invited by KGMU in a prescribed format through an advertisement in local notice boards, KGMU web-site and if required leading national dailies in the month of April-July every year.
10.2. The annual calendar of Ph.D. activities is as follows :
i. Last date of Submission: Between 15 April-15th July every year
ii. Date of Selection Committee: Between 1 – 14 Aug. every year
iii. Date of Annual Review Committee: Between 1 – 14 Aug. every year
iv. Dates of Examination Committee: Between 1 – 14 Nov. every year
& Between 15 – 30 April every year
11. Fee Structure
Application Fees Rs. 250.00 (for Candidates and Guides)
Registration Fee* for Ph.D. Candidate Rs. 4000.00 (within 7 days of recommendation of selection committee)
Annual renewal of registration* Rs. 4000.00 (within 7 days of recommendation of review committee)
Examination fee* Rs. 5000.00 (to be deposited alongwith the thesis)
 
* This can be deposited latest within 30 days of the recommendation with late fees of Rs. 350.00 after 7th day
Application forms can be purchased from the research cell on payment of a fee of Rs. 250.00 or downloaded from the KGMU web-site.
Downloaded application forms can only be submitted with the application fees of Rs. 250.00 submitted as demand draft in the name of “Vice-Chancellor, KGMU, Lucknow” payable in Lucknow.
Application fees is non-refundable. Registration and examination fees will only be submitted as demand drafts in the name of “Vice-Chancellor KGMU, Lucknow” payable in Lucknow.
 
12. Other Rules
(e.g. leave, disciplinary action, cancellation of registration etc.)
12.1. Other rules will be applicable to these students as are applicable to other post graduate students of the University.
12.2. The candidates are eligible for maternity/paternity leave for a period of 135 days, once during the tenure of their award with the programme. Such leave period will be in addition to the period of award, if it exceeds the leaves permissible to post-graduates in the University.
12.3. The registration in Ph.D. programme is liable to be cancelled in case of non-deposition of fees, misconduct, unsatisfactory progress of research work, absence from work without information or if the candidate is found ineligible at a later time.
